The 100 Series Shinkansen were the 2nd generation Shinkansen design, for use on the Sanyo and Tokaido Shinkansen lines. A total of 1,056 vehicles were built between 1984 and 1991. The earliest units have now been withdrawn from service, and the series has been retired from the Tokaido Shinkansen line in September 2003. They differ visibly from the earlier 0 Series in that the nose profile is more pointed. Another, not so visible difference is that not all cars are powered; the driving cars on each end are unpowered, as are the two bi-level center cars in a sixteen car train. Some later production sets have powered driving cars and four unpowered bilevel trailers in the middle instead.

Compared to the 0 series that was active 20 years earlier, the new 100 Series were much faster and incorporated design features that helped reduce overall energy consumption. Also, because of the improved egineering design, their maintenance costs were much lower. In addition, environmental noise, which had previously been an issue with the original 0 series, was significantly reduced by lowering the number of pantographs active for each train.

Just like the earlier 0 series trains, rheostatic braking was used on all motored axles. However, trailer cars were fitted with eddy-current braking with discs on the axles to absorb kinetic energy. New and improved seating was fitted, inside the cars with increased pitch (1040 mm in standard, and 1160 mm in green class) compared to the 0 series. This made the ride more comfortable for passengers.

With the addition of four trailer cars, each equipped with more powerful motors (rated at 230 kilowatt per axle) and the aggressive weight reduction measures, the train was capable to technically reach a maximum speed of 270 kph. However, because of various noise restrictions, services were run at a maximum of only 220 kph. Eventually the maximum speed was increased to 230 kph for the Grand Hikari "V" sets on the Sanyo Shinkansen starting in 1989.
