These trains were built in 1962 before the start of the Tokaido Shinkansen trains (in 1964). These trains were prototypes and used to test the engines, body style, seat layout and other train features before the start of the Shinkansen service. After the Shinkansen started operation in 1964, these trains were used as a service car to pull the regular Shinkansen trains or cars when they needed service.
